Ce Théma offre un panorama des méthodes d’évaluation ex-post des politiques de transport, ainsi que des problématiques que soulève chacune d’entre elles. Afin d’illustrer comment ces dernières peuvent être appliquées, une étude de l’effet du prolongement de la ligne de métro 13 à Asnières-sur-Seine et Gennevilliers sur le prix de l’immobilier et le revenu des ménages est présentée. Cette étude révèle que l’ouverture des lignes de métro a engendré une augmentation d’environ 5 % du revenu par unité de consommation des ménages dans un périmètre de 0 à 1 kilomètre des stations, entre 2002 et 2010.
Econometric analysis of the impact of transportation infrastructure on real estate prices and households income
This paper provides an overview of various econometric methods used for ex-post impact evaluation of public transport policies as well as the issues raised by each of them. As an illustration of these methods, a study of the effect of the Paris metro line no. 13 to Asnières-sur-Seine and Gennevilliers on real estate prices and household income is presented. The survey highlights that between 2002 and 2010, the opening of the lines led to roughly a 5% increase in income per unit of household consumption within a radius of 0 to 1 kilometre from the stations. In addition, within the districts close to the stations, the opening of the metro line caused an influx of home-owners with higher average incomes than existing residents, suggesting a gentrification phenomenon at work.
The opening also led to a significant increase in real estate prices within a radius of 500 to 1000 m from the stations. It is worth mentioning that this effect only materialized after the stations opened rather than at the announcement of the project.
