La France n’extrayant quasiment plus de pétrole, l’approvisionnement des raffineries nationales repose très majoritairement sur les importations de pétrole brut, qui se sont élevées à 56,6 Mtep en 2016, pour un montant de 16,5 Md€. La facture a été divisée par plus de deux en 3 ans malgré des volumes importés relativement stables, du fait de l’effondrement des cours du pétrole en 2014. Les raffineries nationales ont produit 58,0 Mtep de pétrole raffiné, représentant une valeur de 20,4 Md€. La France a par ailleurs importé 40,0 Mtep de produits pétroliers raffinés en 2016, principalement du gazole et du fioul domestique, pour un montant de 15 Md€. Elle en a exporté dans le même temps 20,9 Mtep, essentiellement des supercarburants, permettant d’alléger la facture de 9,4 Md€. En 2016, la consommation intérieure de produits pétroliers raffinés (hors biocarburants) s’est établie à 66,5 Mtep, pour une dépense de 67,9 Md€.

As France hardly extracts any more oil,, the supply of French refineries heavily relies on crude oil imports which, in 2016, amounted 56.6 million toe for a total value of €16.5 billion. Despite relatively stable imported volumes, the total bill more than halved in three years, following the collapse of oil prices in 2014. French refineries produced 58.0 million toe of refined oil, representing a total value of € 20.4 billion. In addition, France imported 40.0 million toe of refined petroleum products in 2016, mainly diesel and heating oil, for a total value of € 15 billion. At the same time, the country exported 20.9 million toe, mainly motor gasoline, which allowed to reduce the bill by € 9.4 billion. In 2016, domestic consumption of refined petroleum products (excluding biofuels) stood at 66.5 million toe, with a total cost of € 67.9 billion. About 30% of this amount is related to the cost of imported products, another 50% to taxes, and the remaining 20% cover the remuneration of associated activities (production, refining, and transport/distribution) carried out on French territory. Transport accounts for more than 60% of petroleum product consumption measured by volume, and 75% of the associated expenditure.
