As in the EU as a whole (see p. 49), total emissions from land use, land-use change and forestry (LULUCF) are negative in France, mainly thanks to forest growth. From -22.4 Mt CO₂ eq in 1990, it fell to -56.4 in 2004. From 2013 onwards, the trend is upwards, mainly due to the decline in CO₂ uptake by forests, reaching 37.4 Mt CO₂ eq in 2023. The decline in the carbon sink can be explained by several phenomena affecting French forests: increased mortality (due in particular to drought), slowing down of development and increased harvesting.
