As in the EU as a whole (see p. 49), total emissions from land use, land-use change and forestry (LULUCF) are negative in France, mainly thanks to forest growth. From -22.4 Mt CO2 eq in 1990, it fell to -56.4 in 2004. From 2013 onwards, the trend is upwards, mainly due to the decline in CO2 uptake by forests, reaching 37.4 Mt CO2 eq in 2023. The decline in the carbon sink can be explained by several phenomena affecting French forests: increased mortality (due in particular to drought), slowing down of development and increased harvesting.
